Al - I have seen photos of destroyed roofs and crumbling concrete stairs at housing projects. I dont think the tenants caused those problems - I think those problems were caused by a lack of mtnce, or faulty construction. Like when the snozzle on a Boston fireboat falls into the deep blue - anyone remember that story? Peter sz
