If cops were dispatched to do this hands only CPR, the public would never need to get involved 3. Therefore, this article is possibly just another attempt to blame the public for horrendous governmental service 4. King County Washington - 2009 annual report - 50% save rate - bystanders do CPR on 60% of victims - on average, in 3 minutes - which of course no faster than what the cops could do if they were "properly motivated" 5.
