This document is apparently trying to standardize structural
firefighting procedures across the USA.

Searching for "radio" in the document produces many hits

The basic radio guidance seems to be - 1 portable radio per inside
team or firefighter - keep an ear on the radio - if the radio fails,
leave the bld - (radio failure might be hard to detect - may happen
randomly - etc) - command post should be in a vehicle with a high
powered radio (dont tell BFD or FDNY that) - 3 failed radio attempts
require a MAYDAY
