I bet the hydrants that dont get shoveled are the ones that are not near where someone normally shovels. In other words - it would require a special effort by someone.
Lots of people apparently dont have batteries in their smoke detectors these days. Maybe they are spoiled by cellphnoes and laptops that never require a battery change. Maybe "safety" is just WAY down on their list of prioritys. They never see any fires - they never see anyone die - they never read a newspaper or watch TV news.
