SUBJECT: HOMELAND SECURITY MEETING MINUTES - August 25, 2005 The Homeland Security Meeting was held August 25, 2005, at 1400 hours, in A/C Mielhrecht's office. Present were Lt. O'Dea, Sergeants Moore, Caron, and Still, Gary Smith (RIC) and Secretary Boneske. Set. Still Attended the Counter-Terrorism Suicide Bomber seminar on August 23, at the Seattle Police Department West Precinct. Simon Perry, a former Israeli General, was the speaker. He presented the 12 Commandments that the Middle Eastern people live by, which was very informative. Of #1 importance to their culture is Honor. Their goal is to be a martyr for their rehgion, and it is estimated that 72% of their children want to be martyrs when they get older. These religious views are ingrained in their children when they are very young. Gary Smith - RIC Received some WAJAC Bulletins indicating that suspicious individuals/activities have been observed around power stations and public utility stations. In Vancouver, WA, in May '05, two Middle Eastern males were observed inside a power station there. In Sultan, WA, in June '05, a Middle Eastern male was videotaping a dam/reservoir which provides drinking water to Everett. In Fall City, WA, two Middle Eastern males were videotaping power lines. If officers see people videotaping or trespassing on public works/utilities type property, a report should be made and forwarded to Homeland Security. There have been intelligence reports indicating that fuel trucks/tankers may be used by al-Queda operatives as a vehicle lED, to cause mass casualties in this country prior to September 19, 2005. It is rumored that al-Queda has infiltrated the trucking industry. Officers should be aware of fuel tankers in suspicious places, or parked for an extensive period of time. Although Puyallup P.D. is still investigating the incident involving the car filled with weapons and possibly a bomb near So. 31^' and Meridian recently, it appears to have been gang-related, involving the Lakewood Bloods vs. Crips.
