If there is a plane crash into the center of my town, I hope that 20 cops from outside agencies immediately block all the roads leading into town. This will solve most traffic congestion problems. And the cops really wont accomplish much at the scene. Or better said - possibly they can accomplish much more by doing a blockade than they can accomplish at the scene
If there is a live shooter incident in my town, I hope that 20 EMT and firemen block all the roads into my town - this will be a blockade and staging plan - the cops will come into town to kill the active shooter For a tornado - maybe we can have a combined police/fire blockade/staging plan - some cops and fire/ems will come into town - some will man the blockades This has to be worked out beforehand - there is really no way to do it on the spur of the moment with the very limited radio comms capabilities and limited dispatcher skills that exist.
