Lets try to puzzle this out. If the pool of mud somehow fills up with
sea water or ground water, then essentially we have an tunnel acting
as a underground bridge. If the weight pushing down on the top of the
bridge is too much, the "bridge " will collapse. Then we will have a
collapsed roadway that is underground. Anything at ground level will
fall into the hole, and the whole mess will fall into the pool of mud.

Access for rescuers will be from ground level, and from both ends of the tunnel.

If the collapse occurs near the footings for a highrise, I suppose you
could have the collapse of the highrise. Most of the downtown Boston
buildings and structures apparently are designed as "tubs" that float
in a sea of mud and clay. Some of the highrises might have footings
that extend down to bedrock. If you fracture the "tub", I am sure
there will be major consequences.
