You really have to give the public safety folks credit. No swearing on the radio. No matter how bad things are - no one swears. I have been listening to the scanner for close to 40 years now. I have probably heard 5 swears in all of that time. (Maybe I am not listening to the right channels :-). Basically - the FCC says that swearing is not allowed. So all the Chiefs say to the employees - "you have to follow the FCC rules". So everyone polices themselves and keeps their emotions under control. The simple FCC rule probably saves countless lives and dollars in losses annually. "Keeping your head while all of those around you lose theirs" is the hallmark of a good commander.
