Lets think about this telephone outage in Massachusetts. 1. The problem is comprised of 2 major parts - trouble in receiving emergency calls - and - trouble in responding to emergency calls.
2. If the landline phones go down, then cellphones can be a substitute. If cell phones go down, then landlines can be a substitute. If both go down, you need roving patrols and a boatload of hams I guess. 3. If the radio systems get messed up, then you need to call back everyone to the station house - or rely on cellphones (if they still work). ========================= Does anyone know why North Andover could not use their repeaters? Couldnt they just give the dispatchers some portable radios?
