I have probably posted this before - but anyhow -

Lets say that a fire truck pulls up at a house fire with 4 guys
onboard. Which will produce a better outcome (for everybody)?

1. Have 2 guys stay outside and do nothing.

2. Have all 4 guys fight the fire.

The rule actually allows 2 guys inside and 2 guys outside (with 1 of
the outside guys can be the IC)

The rule also allows rescues to be made before a full team assembles.
And since the only way to definitively determine if a rescue must be
made is to go inside, then the whole rule is essentially pointless. I
guess this is how CalFire gets away with operating so many 2 man
Engines in the winter. And 3 man Engines in the Summer.
