Ofanato was the first city hit by the tsunami - it was 20 minutes
after the quake

Sendai was hit by the tsunami 15 minutes later

The coast dropped 3 feet because of the quake - which lowered the sea
walls somewhat - but I think the bottom line is that the tsunami was
just too strong to be held by any sea walls (unless maybe if they were
200 feet tall)

My sense is that they had too many elderly people living in wooden
houses on the flatlands next to the coast
