The Fall River dispatcher sent units to a fire on Cherry St. She thought it was going to be a working fire so she said - "all units NOT responding to Cherry St go to Channel 2". Therefore - all the units that were going to the Cherry St call would have clear comms on Channel 1 (the everyday normal main channel).
