how often does bfd cancel bems on calls? how much does this help bems?

what is the best way to protect the city from a huge earthquake or
explosion or hazmat or criminal act?

if every dump truck in the city was equipped with 250 feet of hose, a
hydrant wrench, and a nozzle - what would that accomplish?
(instructions - dont spray water on smoke, or electric lines, or
chemicals, or gas fed flames, or flammable liquids, or metal fires -
could be risky)
