At 321 PM EDT yesterday it was stated at the press conference that the PLs had been left out when the radios were programmed in the morning. Workarounds had been developed during the morning. (apparently meaning that they figured out which channels could be used, and in what manner).
The freq info that I have shows that most freqs in use were simplex. There might have been 1 or 2 federal portable command repeaters (with 1 not being used). There might have been 1 USFS repeater in the area, and maybe 1 State Forestry repeater in the area. Those 2 repeaters would be the everyday / normal channels for field to dispatcher comms. Therefore - if no PLs were included in the AM programming, possibly the radios used at the firescene could not use the command repeaters nor the dispatchers repeaters. Therefore I guess we could say that only the fire commanders would have been affected by the lack of PLs. Or maybe they took the PL off the input to the Command repeaters - thereby making them useable by everyone. I didnt read the report closely yet - but I dont think that any of this info is included in the report.
