In theory maybe every officer that responded had access to BAPERN 3 and 4 and Central (police mutual aid channels). But having 100 people on 1 channel leads to its own problems. In reality, the Watertown cops were on the Watertown channel, and everyone else stayed on their home channels. How would the US military handle this situation? They would bring in tanks and jets and blow up the entire neighborhood. Maybe we need some live Mumbai attack drills. Take over Bunker Hill Community College for a weekend, and run multi live shooter drills with multi agencies.
