this is not unheard of - what if a 911 dispatcher gets a call for a
"fire on a building"? what does that mean? We know what a "fire IN a
building" is. But what is a "fire ON a building"?

I think that most Americans understand that thunderstorms are
fundamentaly random. Sometimes there is 1 lightning bolt - sometimes
there are hundreds. Sometimes there is a tornado - usually there is
not.
