I suppose that you have to ask - what is the typical fatal fire? I
think the typical fatal fire is caused by a smoldering cigarette. The
next question is - how do we mitigate the smoldering cigarette. Better
cigarettes? Better fabrics? Faster smoke detectors? Faster sprinklers?
Faster fire departments? What are the costs vs benefits of this
various items?
