Paris sure is interesting

The Prefect of Police is the chief of the Paris PD, and the Paris FD.
The PD and FD cover the city of Paris, and 4 adjacent areas
("departments"). Funding is 66% from the national government, and 33%
from the local governments.

The PD is considered to be part of the French National Police. The FD
is staffed by soldiers.

There are 4 emergency telephone numbers - 112 is general - 15 is for
hospital based doctor staffed ambulances (maybe there is just a dozen
of these units) - 17 is for police - 18 is for fire and fire
ambulances (8 of which have doctors also IIRC)

Imagine if Boston or NYC or LA operated this way.

Washington DC is somewhat similar. They have their own FD and PD. They
are funded by local taxes, but the high numbers of commuters and tax
exempt property requires Congress to throw in $500M to $1B per year.
Washington DC PD and FD do not cover any areas outside of the city
(except on mutual aid calls).
