Incident Management Teams "all risk" = floods - hurricanes - etc I am not sure who operates IMTs in California. Probably USFS and CalFire. Maybe some of the larger municipal FDs also. Or perhaps they are all part of this group that produced this document. Unknown if NPS or BLM or FWS have IMTs of their own. These teams could show up anywhere in the USA.
