They pounded a piece of wood into the pipe to stop the leak - wood doesnt cause sparks - a spark would have burnt someones face off and maybe blown up the block 2. white coats are Deputy Chief and District Chiefs (batallion chiefs) and Da Chief 3. the white stuff on the ground and piled up to the eyeballs is snow - welcome to Boston Massachusetts 4. this is the old Charlestown Navy Yard - they had their own Navy FD until maybe 1971 when the Navy closed down the shipyard - I know that the aircraft carrier USS Wasp was there for many years - you could look down on it as you drove over the Tobin Bridge I wonder what radio freq the old Navy FD used?
