reviewing the radio tape - it sounds like critical comms were lost just as shots were fired because someone asked that a BOLO be broadcast to adjoining PDs - dispatcher replied that Lowell and State had already been notified via telephone - the request for the BOLO from a field unit covered up some other field unit - which is what happens with modern two way radio systems - always - unless the 2nd party gets bonked on a TRS - which is really really a lame solution - JMHO
