The ranking is based on cost benefit analysis.

$300M would save 300,000 kids from malaria

$330M would deworm 300M kids

$122M would provide Hep B vaccine coverage preventing 150,000 deaths per year

low cost drugs to treat acute heart disease would cost $200M and save
300,000 people (per year apparently)
