Usually, public safety units have no problem handling day to day garden variety incidents. No first responders gets hurt - maybe some property gets saved - maybe some healing is done - maybe some pain is alleviated - maybe an argument is settled - maybe a life is saved.
Then the big one hits. And always - something goes wrong. One detail is omitted. One step of the procedure is forgotten. More lives are lost than should be. More property is lost than should be.
