'ambulance arrived in 15 minutes - good thing they were very quick -
he could have bled out'

Anyone know if the ambulance really took 15 minutes to arrive? I was
going to dismess that as crazy - but now that I think about it - maybe
this article is trying to tell us something.

The cops were probably there in 4 minutes - the FD was probably there
in 5 minutes - the ambulance was probably there in 8 minutes - this is
far more likely (based on experience and their published info)

The kid probably could have bled out in 3 or 4 minutes - but I suspect
that his injury actually 'healed' itself pretty fast - in other words,
the arteries and veins sealed up at the injury site - there is no
mention of a tourniquet in the story - (can anyone clarify this angle
of the story?)

(Arent ateries like stretched out garden hoses? if they get cut, they
retract into the body and are very hard to grab with a hemostat?)

Note - the witness did exactly the right thing by immediately calling
911 - obviously she recognized the dangerousness of a possible
arterial laceration or amputation.
