some boat operators at some stations were trained to handle very rough
seas - but it was very hard to test people on these skills since the
seas were rarely that rough - so the USCG has abolished the rough seas
training and extended some of the "basic capability" - apparently
there is some waiver or risk analysis procedure they can use if they
ever have a (critical) mission in very rough seas
