Lets say that we are on vacation in Paris with the family. We hear a
bunch of fireworks - then a bunch of yelling - then a bunch of sirens.
We get a little worried. We dont know if we should stay inside or go
outside.

We could call the local police station and ask what is going on. Good
luck with that.

We could call the local TV station. Again - good luck.

We could wait for an official alert on our cellphone. That might be
speedy - or maybe it will take 60 minutes.

We could turn on a scanner and immediately know exactly what is going on.

Seems like an absolutely no brainer to me.
