they are trying to improve the way that dispatchers give CPR directions

per page 46 - bystander CPR had 21% save rate - CPR by first
responders had 21% save rate also - but bystander CPR started in 2
minutes but first responder CPR started in 6 minutes  - apparently the
first responders do the CPR much better or the first responder are
shocking people with VF therefore bringing up their save rate - IIRC
approx half of CPR cases are VF - half are not - VF saves are like 60%
- otherwise it is much lower

per page 48 - cops did 84 shocks in 2013 and 2014

they are trying to get software so that hearts can be monitored
without stopping CPR

ALS turnout time is 4 minutes but BLS turnout time is 1 minute - I
DONT GET IT - maybe the calltaker dispatches BLS first and then
confirms that ALS is needed before dispatching ALS - but you can see
that 20% of ALS cals are cancelled anyhow - so they are way
overresponding ALS to calls already

dispatch is done in under 1 minute for BLS

Seattle has 7 ALS units - city population is 660,000
