Lets says we have a 5 square mile town and 10 patrol cars

each patrol car has to patrol one half square mile

One half square mile is .7 miles by .7 miles (approx) - because 7 X 7
= 49 - or .7 X .7 = .49

If a patrol car sits in the middle of a half square mile area, then
the distance to the borders is approx .35 miles

Traveling at 60 MPH is equivalent to 1 mile per minute

Traveling at 30 MPH is equivalent to traveling half a mile per minute

At 30 MPH a patrol car can cover .35 miles in apparox 40 seconds

Bottom line - with 10 patrol units in a 5 square mile area, response
times at 30 MPH should be a maximum of 40 seconds - maybe 60 seconds
going into the croners of the patrol area
