not sure about staffing on ground units - each ground unit usually tests radio for 2 medics IIRC plus driver - maybe the medics are supplied by someone other than BMF - or maybe they are just oncall crews - or maybe they are cross staffed by helo crew (but that doesnt seem correct - why have extra radios for them?)
