How big should the fire department budget be? (any FD - anywhere - any
PD - any EMS - etc)

1. I imagine that more good things happen as the FD budget increases -
until at some point you start to see a diminishing rate of return

2. One needs to look at the consequences of not spending"enough" on
safety. If one does not spend enough on the FD - but the outcome is
just a 2% increase in fire losses - then you really dont care if you
spent enough on the FD. On the other hand - if you dont spend enough
on the FD - and the whole town burns down - then you guts a major
problem.

3. Another consideration. What are you doing with the money that your
are not spending on the FD? if you are curing cancer with that money -
that is good. If you are spending the money on magic beans - that is
bad.
