What I see here is 3 police radio channels plus maybe a link for a
remote receiver site. The 3 police channels are - 159.21 R (R =
repeater output) & 158.955R & 158.895 BM. (base/mobile)

There are 3 repeater sites. Mt Tom has a repeater that transmits at 50
watts. Apparently it has a antenna that doubles its effective output
power to 100 watts. There are 50 pagers also licensed for the site.
The Soldiers Home also has a 159.21 repeater. City Hall has a repeater
on 158.955 and a base station on 158.895. All freqs have 165 mobiles
with power output of 50W/100W. All channels are listed as 11K2F3E
which is narrow analog FM voice.
Both repeaters on 159.21 are listed as FB2. If one of them was a
secondary repeater it probably would have been listed as FB2S. This
indicates to me that they are operating a synchronized simulcast
system with both FB2 transmitting at the same time.
The base at City Hall is twice as strong as the FB2 there.
Mobiles on 155.01 and 155.97 are probably the input channels to
159.21R and 158.955R.
Mobiles on 158.895 can talk to the base at City Hall on 158.895. This
would be called a simplex or direct or base / mobile or non
repeaterized channel.
Mobiles on 159.21 can be used for "talkaround mode" and possibly could
be used for simplex comms to the dispatcher - even though I would
expect to see a FB listing on 159.21 to cover the "simplex" comms
mode. I dont know if the FB2 listing on 159.21 would be considered
sufficient by the FCC in that case.
The FX2 on 451.075 is interesting. I dont know where that is located
in relation to the other sites. My first guess is that it is used to
link a remote receiver site back to the police station. But I dont
know why there would be just 1 link - you would think they would want
remote receivers on all 3 channels. So there should be 3 UHF channels
with FX2 - not just one.
451.075 is listed as 5 W / 30 W. That usually means to me that a
directional antenna is in use. Maybe the antenna on 451.075 points at
the police station or at city hall - or wherever the voter is located.
Control Point seems to be at the police station. That address and
phone number can be checked via the Internet.
HTT = height to top apparently - the distance from the ground to the
tippity top of the antenna - distances are given in meters ("m")
Radius of operation for the Mt Tom site is listed as 24 kilometer. I
am pretty sure that Mt Tom is line of site to distance greater than 24
KM - at least in some directions - so maybe 24 km is an average
distance. Or maybe it is a "protected" distance - ie protected from
interference from other users licensed on the channels.
