I am trying to think of scenarios where encryption will help fire departments

1. encryption will protect FDs from secondary devices - nope - they
can be on a timer or remote control or pressure sensitive switches can
be used

2. encryption will protect against WMD attacks - I dont think so - is
the attacker going to launch a WMD when the FD is busy? - will it
matter? will the attacker launch an attack when a fire unit is nearby?
- doubt it - will the encryption hide the FDs weaknesses and make an
attack by a terrorist harder? - doubt it

3. will encryption protect against snipers? doubt it - big red trucks
with million candlepower lights are pretty hard to miss

4. is the FD the same as the military? - no the military has tanks and
attack helos and ICBMs - the FDs dont have that

5. The encryption will protect the FD from any military units
participating in a coup - maybe - depends how fast you can run
backwards I suppose LOL

6. will encryption prevent an attack during an incident at a secure
facility? (the terrorists could pull up in a fake ambulance) - maybe -
but a major incident is pretty easy to spot - look for the smoke 5,000
feet in the air - or go on Twitter

7. more ?

keywords - openness - transparency
