2 things are being talked about here
1. portable radios have special IDs that are tracked by the Mobile
Command Unit ("Field Comm" IIRC)
2. FDNY also has the ability to relay comms from the simplex FG
channels via the Division Commander cars to the NYC UHF TRS - this
system uses MO3 in the Division Commander cars apparently
