I dont really see how they are going to save 3 to 7 minutes and save
"up to" 3,000 lives

I am guessing that the vast majority of crashes are witnessed and the
first cellphone call hits 911 in about 10 to 15 seconds - especially
if it is a major crash

Maybe I am wrong - maybe there are a heck of a lot of unwitnessed crashes

I wonder where they got the 3 to 7 minutes info from?
