this article says that visas are 'temporary permits' to visit the USA

but then it says 600,000 'immigrant visas' were issued vs 11 million
'non immigrant visas' issued in 2015

sure seems that there are more than 1 type of visa - temporary vs non temporary

I am guessing that there are 2 major types of visas - "immigrant
visas" are for people who intend to live in the USA permanently - and
"non immigrant visas" are for tourists and students who might stay in
the USA for 2 weeks to 4 years

I think that there are strict quotas on the immigrant visas

Maybe there are no limits on the number of non immigrant visas

the green card process is - in broad terms - apply for visa - apply
for entry - go on the big list - get evaluated in US consulate
overseas - travel to usa - become permanent resident automatically
when you land in the USA - receive green card in mail in a few weeks

are good for - lots of gobbly gook

the immigrant or family pays all costs - the usa apparently does not
(directly) pay anyone to come to the usa

fingerprints are taken at US consulates and embassys
