the 4 guys doing nothing are the RIT - rapid intervention team - they
go into action if a firefighter gets into trouble

this is an approx 20 year old concept in the US fire service

if the fire starts to spread rapidly, the IC (incident commander) can
put the RIT into action on a hoseline or as a search team or whatever
- so they serve a dual purpsoe - as a firefighter rescue team ; and as
a manpower pool

in this photo it looks like they have a little rescue gear on the
ground behind them

typically they are not paramedics and they dont have any paramedic
gear - they have to bring a victim out of a building to the paramedics
