I could see how that could happen - if you are going 30 MPH around a
left hand turn - and see a stalled car to the left side of your field
of view - by the time you swing your gaze to the right, it could be
too late to stop - which it was apparently

does not seem to be really operator error - seems that the speed limit
is too high on the curve - or there is a lack of a good radio or
signaling system
