If 91 people died every day in massacres or terror attacks or plane
crashes - what would happen?

is the real problem due to the fact that 91 people are not dying in a
single big bang incident everyday? vs dying individually in 91
different incidents? why does this make any difference? does no one
have the ablity to extrapolate from 91 individual deaths vs 1 mass
death incident? is there something more horrible about dying in a
group? or are the 91 ODs considered to be baseline and any terror
event considered to be "over the top"? any way you cut it - this is a
bunch of people who are not going to die peacefully in their sleep at
90
