1. hams could be used to relay messages from town command posts to a central command post 2. but how would messages get from the field units to and from the town command posts? Each town or city would need a plan to move all field users to simplex ops - someone would need to go to a high spot in each community with a mobile radio or a portable radio - and serve as a relay for all messages Maybe these relay operators could also serve as the town to town relay operators.
