I recall an article in Popular Science from the mid 1960s on an early
prototype of this being tested in Baltimore. It used a standard
photographic flashtube mounted on the emergency vehicle, strobing at
40 Hz.

I heard about that from the 60's. The Flipper can also do 40 Hz.
