fdny + dallas + chicago all conduct their fireground on simplex
fireground radio channels - the dispatchers nominally cannot speak to
the firefighters on these radio channels

most other big city FDs conduct their radio traffic on repeaterized
radio channels that can be accessed by dispatchers

possibly some major FDs use a hybrid system - such as DC - they
possibly have simplex FG channels that are patched back to the TRS -
this system gives the dispatchers a better ability to hear FG comms
but introduces the possibility that a dispatcher cn "step on" /
"double with" FG comms
