5 firemen can put out a fire faster than 4 firemen - therefore every
fire truck should have 5 firemen

the problem with the first statement is that fire trucks with 5 people
give you 20% fewer fire stations therefore 20% longer response times

the problem with the 2nd statement is that the body has a natural rate
of decay - if paramedics had an average response time of 12 minutes -
and EMTs had an average response time of 6 minutes - then you very
well might have situation where the paramedics can do NOTHING to save
any victims - its just too late
