The National Fire Protection Association (NFPA) offers the only nationally recognized set of standards for staffing and response times in their 1710 Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments. NFPA 1710 sets a very high bar for performance: Minimum of 4-person fire company staffing, and response times of 6:20 or less 90% of the time for fires and 6:00 or less 90% of the time for EMS calls. Only one of the agencies in the study area has adopted NFPA 1710, and none are meeting the standard.
