lets cover some lingo from the USA

FD = fire department

EMA = emergency management agency - used to be called Civil Defense -
now sometimes called Homeland Defense Agency

FD deals with normal everyday emergencies

EMA deals with large scale incidents / disaster

EMA primarily deals with disaster by writing disaster plans - in USA
cities - EMA might have a staff of 10 people and they operate 1 EOC
and 1 mobile command post

EOC = emergency operations center = 1 room where the police chief and
the fire chief and the ambulance chief can sit down and coordinate the
response to a disaster
