would not surprise me if the comm center is actually TWO private agencies - willmantic switchboard fire chiefs AND Willimntic Police Dispatch Corp apparently they are a private corporation acually (or two) we need to dig into this a little bit sometime they built a new comm room between the willimantic pd and the willimantic fd in 2022 with a $3M state grant - free money! williantic taxing distruct is a special taxing district within the town of windham - its like a village or borough in a Town - but its not - might have been a city at 1 point also - dont know who really runs it now - it is included in the town of windham budget document but in a special section the police seem to be bloated with a fulltime custodian and a fulltime FOIA officer - there are only 18,000 people there from wikipedia - Willimantic is a census-designated place located in Windham, Connecticut, United States. Previously organized as a city and later as a borough, Willimantic is currently one of two tax districts within the Town of Windham.
