Forest Service Minimum Drawdown Standard

The following matrix depicts the minimum resources necessary to ensure
Forest Service GACC coverage: These numbers may be represented by
having them identified as available to the GACC from the incident.

Type 1/Type 2IA Crews - 4 north - 4 south

Smokejumpers Load - 1 north - 0 south

Helicopters/Airtankers - 4 north - 4 south

(heavy) on order - 1 north - 1 south

Incident Management Team - 1 north - 1 south

Aerial Supervision - 1 north - 1 south

Table 5 Forest Service Minimum Drawdown Matrix

=================

did not realize that they had this written down somewhere

these are basically the minimum staffing requirements - they always
want to have a minimum of 8 helos available in California etc

not sure what the 'heavy on order' means totally - it seems to mean
they can have 4 light helos north and ad 4 light helos south plus 2
heavy (aircraft) on order - either airtanker or copter or helitanker
maybe - 'on order' means that the aircraft might not be in california
yet but its on the way - it has been ordered to respond to california
- it might take a couple of hours to get fueled and crewed and
airborne

none of the new england states have any minimum requirements like this
that we have ever seen - Boston metro fire does have a general rule
that no more than 30% of units can go out of town or city on mutual
aid - and some (?many?) FDs do have minimum manning clauses with their
local fire unions - so that is somewhat of a drawdown level for
structural FDs in the boston area - ie - 70% of minimum staffing

note - some of the available' resources can be 'available on scene' -
as opposed to 'available in quarters'
