This has solved my immediate problem, although I would probably prefer a 
maximum of 20 tabs.

When I compiled my own mrxvt, the resulting tab widths correspond to the 
tab title width - I can't see the configure option to for a minimum tab 
width?  I could put spaces in my tab titles I guess but that is a bit 
clumsy . .
