This flag has been removed from 0.5.3 onwards, and is the default
scrolling behaviour when -si is used.

PS: On older versions, the scrollWithBuffer had issues and was not
    perfect, hence the option. We fixed it in 0.5.3 and made it the
    default. I presume keeping a constant line number within the
    scrollback buffer is useless, so having an option to do this would
    be a waste of memory.
