Eg., sympy wasn't under PSF last year. Since spots are allocated to the organization, if you anticipate having a lot of interest it makes sense to register as a mentoring organization and try to get your own allotment. However, there's a greater burden put on mentoring organization as far as administrative duties and project size expectations.
