VS2003.Net is needed to easily build the python 2.4 version. (e.g. python setup.py build) You can also follow the mingw instructions for a more open-source way of building matplotlib for windows. We still have to do this for python 2.3. You can supposedly download the .net compiler tools for free, but I haven't tried. I am pasting my previous post since I didn't re-all.
